In the UHopping segment that takes place in The Peacock King, the universe-hopping baby-snatcher extrodinare Aaron Waldgrave is handed a sample of the Advocate, something you wouldn't necessarily expect 'Sy to be delighted about.
However, there are several reasons for him to be cheerful about this (and it's not just because whatever damage happens, it's outside his jurisdiction).
Kathe is the living embodiment of a treaty between two warring countries. She's a walking, talking reminder that if anything happens to destroy the peace between the two countries, things will go downhill for both parties fast. They've been lucky -- any attempts to destroy her have failed. The problem is, the forces attempting to destroy her aren't in on what the consequences actually are, Ebrellin-i is not exactly in a position to enlighten them on what he's learned and cut that shit out... which means the Jhe o'Radia and his brother are the only ones involved who have seen firsthand performances of Emperor Theos's "Play Nice Or Else (You'll Be Utterly Annihilated And I Mean Both Of You)" Explosion in D Minor, Op. 39.
Based on that knowledge, 'Sy is convinced that when that sample of Katherine is "grown", the part of her that is the Treaty will go "o hay look Radia and Audiva Rocale don't exist anymore lol", and the entire hemisphere where she is contained will be utterly destroyed. The Treaty outweighs her identity as Advocate; therefore, nothing of her that is the Advocate would have a chance to temper the reaction at all.
Ebrelle is not as familiar with the Archo's inherited love of blowing shit up when they're pissed, but he is familiar with the interactions between the Law and the Advocate. His pet theory is that when the Advocate awakens, there will be no Law to balance her, and she'll flip like a ninja and start snapping necks. Either that, or her presence will awaken some dormant that-universe version of the Law, and he will flip out like a ninja and start snapping necks, as the Law is wont to do (in Ebrelle's head, at any rate).
The Jhe h'Logos has no idea what will happen, and would rather not look. Curiosity will win in the end, and then he'll have entire timelines' worth of results to pour through and still manage to not generate any one theory.
Personally? I'd go with the Jhe o'Radia's take on the situation. He thinks that without the revival ceremony needed to bring Katherine back, at BEST all Waldgrave will end up with is a cranky, directionless snot of a teenager devoid of any of her powers or Duty-related instincts. In other words, a perfectly normal human without any of the qualities Waldgrave was looking for. Chances are, nothing at all will come of the material Ebrelle provided, since it lacks the contributions that form the whole of Katherine.
(Which sucks, cuz personally? Explosions ROCK.)
There's other ways to turn it over, but at that point I'd have to delve into the theory and structure of the PK universe, and I don' wanna share that much.

I like this explanation and the possible theories of what could happen.
Here's the thing. Waldgrave isn't taking these samples to make clones. He's taking these samples because he wants to try to duplicate powers in order to create... *drumroll* a superbeing! *gasp* I know, right? And if he can create one, he can create many.
Of course, his idea has quite a few flaws. *grin* But super villians are never worried about such petty things as flaws. After all, it couldn't happen to -him!-

My take on it was that, having released a sample of Kathe (the treaty) to another world, there would be no way to fully destroy the treaty within the PK world, even if they killed Kathe fully.
I hadn't really considered what her impact on another world would be, just what it could perhaps mean to her own world.
